Who should submit the donation information to IRAS?
All approved Institutions of a Public Character (IPCs), including grantmakers under the DTD Scheme and Government Agencies that receive tax-deductible donations.
What information is required for submission?
- Donor’s name, Tax Reference Number (NRIC No./FIN/UEN), address (optional)
- Date and amount of tax deductible donation
- Receipt number
- Type of donation
How to prepare/capture the donation information for submission?
1. Using ipcLink Application
ipcLink Application is an offline application software which enables you to record the tax-deductible donation details, generate it into a file and submit to IRAS.
As information captured and reports printed from the ipcLink application can contain confidential information of donors, it is the responsibility of the IPCs to ensure that only authorised persons are allowed to access the ipcLink and appropriate procedures are taken on the safekeeping and dissemination of reports printed from the ipcLink at all times.
a) New ipcLink users
To download ipcLink v3.0 via myTax Portal, you have to be authorised to act on behalf of your Organisation via e-Services Authorisation System (EASY) to access e-Submission of Donation.

b) Existing ipcLink users
For existing ipcLink v2.x users, you are required to upgrade the application to ipcLink v3.0. This application upgrade is mandatory. From 1 Jan 2013, only the encrypted file generated from ipcLink v3.0 with file extension .don is allowed for submission to IRAS via myTax Portal.

1. Backup existing database from ipcLink v2.x

2. Uninstall ipcLink v2.x
|
3. Login to e-Submission of Donation via myTax Portal and download ipcLink v3.0
|
4. Restore the backup database to ipcLink v3.0 (not required to perform this step if you want to use the new database/start the database afresh)
|
5. Once you have successfully installed the ipcLink v3.0, please complete and return the 'Confirmation slip' (48K) by fax to 6351 3302 or email to ipclink@iras.gov.sg.

2) Using Customised Application
You may have your own customised application to record the donation details. However, the file generated from your application must be in the format specified by IRAS.
We support two types of file formats:
1. Text (.txt) file - File Specification in .txt format (139KB)
2. Comma delimited (.csv) file - File Specification in .csv format (36KB) New
If you are using own customised application to generate the file for the first time, you are required to generate a test file from your system and use the OVP v3.0 to validate the test file. Email the test file to ipclink@iras.gov.sg for verification.
Donation Offline Validation Program (OVP v3.0)
You are required to validate the files generated from your customised application through the Donation Offline Validation Program (OVP v3.0). All data errors in your file will be flagged out for you to rectify them before transmitting the files to IRAS.
From 1 Jan 2012, for added security, IPCs using their customised application for submission have to use OVP v3.0 to validate their files before submission to IRAS. Only the encrypted file generated from OVP v3.0 with file extension .don is allowed for submission to IRAS via myTax Portal.
