Singapore and Luxembourg Revise Agreement for the Avoidance of Double Taxation
Singapore and Luxembourg signed a revised Avoidance of Double Taxation Agreement ("DTA") on 9 October 2013.
The signing took place in Washington DC between Mr Tharman Shanmugaratnam, Deputy Prime Minister and Minister for Finance, and Mr Luc Frieden, Luxembourg's Minister of Finance.
Amongst other changes, the revised DTA lowers the withholding tax rates for dividends, interest and royalties, lengthens the period test for determining permanent establishments as well as provides a more mutually favourable tax treatment for international air transport and shipping income. The DTA also incorporates the internationally agreed Standard for exchange of information for tax purposes. These changes will enhance trade and investment flows between the two countries.
